Thomas Donald Shepard was born in Springfield, Ohio on December 19, 1925 to Raymond Gordon Shepard and Anna Elizabeth Jung.
He married Carolyn in Los Angeles in September 1947, and had four children; Mike, Susan, Connie and Barbara. He worked in both federal and local government, serving as a Los Angeles City Council member between 1961 and 1967.
Thomas Shepard died in Wofford Heights, California on September 8, 2012, at the age of 86.
